DISTRICT CHAIRMAN'S ADDRESS
Wow! Three years as a district! Our third year had a number of highlights, most notably the addition to the Key Three of John McNamara as District Commissioner. John had served as Unit Commissioner and Trainer on the District level for a number of years. We thank Mike Moran, past District Commissioner, for his dedication to that position when our District formed 3 years ago (he was part of the first Key 3) and his two years of service.  

At last year’s Annual Business Meeting, I presented startling news: we had been declining in youth numbers since 2008. As a Council and a District we decided to turn that around, each and every month with positive growth.  The Campaign was called “The Main Thing” and its aim was simple: To provide a quality Scouting experience to an ever-increasing number of youth. We have tracked our progress as a district every month and I am proud to say that we have broken the cycle and have increased youth membership month after month.  But we cannot rest. We must continue to provide an ever-increasing number of youth with a life changing experience.   

This past year saw many successful activities, beginning with an FOS Campaign in which we increased family participation. We then had a  well-attended Annual Picnic in June, Membership Kickoff in July, and Popcorn Kickoff in August. The Membership committee led our Fall Membership Campaign and the Finance team our Popcorn Campaign. In November we again marched in the Wilmington Jaycee’s Annual Christmas Parade. We had a productive Charter Turn-in in December and in January our Finance Committee conducted a our 2nd Annual Community FOS Breakfast for area business people.  The Honorable Christopher Coon, US Senator for Delaware, was our guest speaker and regaled us with stories of his scouting days.  We are currently in the midst of another FOS Family Campaign and I thank all the units that are participating.  

As a District, last year we earned Silver level.  We remain the “top” of the Council in so many ways!  Thank you and Congratulations to all!

2013 DISTRICT COURT OF HONOR
Powder Mill District held its annual adult Court of Honor on Wednesday, March 13. The District Award of Merit was presented to Jerome Bischoff, Ken Dahl, and Mike Moran. The District Family of the Year Award was presented to the Helmick family. Congratulations! Thanks to Powder Mill Chapter Chief Aeddon Berti for serving as our master of ceremonies, to the Powder Mill Chapter for assisting with the event, and to the LDS Church for hosting the event!

2012 JOURNEY TO EXCELLENCE RESULTS
Last year 19 of our units earned Bronze level or above. Great job! We're already three months into 2013 so units should be planning to meet, or exceed, their goals for the year.
